Section 9
Functions, Duties and Powers of the Council
In addition to the functions, duties and powers written elsewhere in this Act, the functions, duties and powers of the Council shall be as follows:-
(a) To prepare and implement the necessary policies, plans and programs for the smooth operation of the engineering business,
(b) To recognize the educational institutions imparting engineering education and the certificates and degrees provided by such institutions as prescribed,
(c) Engineering business: To determine the necessary qualifications and to register the names of qualified engineers, to prepare the syllabus of the examination, to name the person who has taken the examination and passed it. Issuance of Certificate of Registration,
(d) If a registered engineer violates or does not comply with the professional code of conduct as specified, the name of such engineer shall be removed from the council after completing the procedure as specified.
(e) To review and evaluate the policy related to the study of engineering subjects, the curriculum of educational institutions, educational standards and examination system and recommend to the concerned university and the government of Nepal or the concerned state government,
(f) To determine the basis and conditions of student admission of educational institutes where engineering subjects are studied and taught, as well as the physical infrastructure of educational institutes, and if found to be violated by monitoring and evaluation, recommending to the concerned university to cancel the approval granted to such educational institutes,
(g) The rights and interests of engineering professionals: conduct studies, research, seminars and other necessary programs to enhance them, and
(h) Training and conducting training to impart practical/experience to engineers.
